Yes, that is the defined pairing: the C19 female cord connector plugs onto the C20 male inlet on the server, UPS or PDU. Because the outline is wider and keyed, lower-current C13 connectors cannot be inserted, which prevents under-rated cords on high-power equipment.

A 16 A circuit generally needs at least 1.5 mm2 (14 AWG) copper conductors, with 2.5 mm2 used for longer runs or higher loads, and appropriate 600 V-rated jacket where specified.
